Book a hotel in Makkah on a comparison site and you will see a number. Reach the payment page and you will see a bigger one. The gap is usually about a fifth, and it is not a fee the hotel invented.

Saudi Arabia charges value added tax at 15% on hotel accommodation. Most hotels in Makkah and Madinah also apply a municipality fee, commonly 5%. Together they come to roughly 20% on top of the advertised room rate.

What that looks like in real money

Using rates we actually recorded in September 2026, for rooms with breakfast inside a thousand metres of the mosque:

On a seven-night trip for four people sharing, the tax alone is close to $125 per person. On a ten-night Ramadan trip it can pass $230 per person. That is not a rounding error; it is more than the Umrah visa costs.

Why the rate you first see excludes it

Comparison sites list the pre-tax rate because it makes the hotel look cheaper than its neighbours, and because every other hotel on the page is doing the same thing. It is consistent, so the comparison between hotels is still fair. It is only the comparison between the listed rate and your final bill that misleads.

The important consequence: if you are budgeting your own Umrah from hotel search results, add 20% to every hotel number before you do anything else. Otherwise you will be roughly a fifth short on the largest land cost of the trip.

How to tell whether a package quote includes it

Ask one question: “Does the hotel portion of this price include Saudi VAT and the municipality fee?”

A firm that builds prices properly will answer immediately, because the tax was a line in the spreadsheet. A firm that does not will hesitate, and that hesitation is the answer.

Two more things worth checking:

  • Whether tax is charged on the whole stay or per night. It is per night, applied to the room rate. Any quote that shows it as a single flat fee is worth a second look.
  • Whether anything is collected at the hotel on arrival. On a properly prepaid package, nothing should be. If a firm tells you there is “a small local tax payable at check-in”, ask how much, in dollars, per room, per night — and get it in writing.

What we do with it

Every hotel figure in our own pricing is taken pre-tax from the source, and then 20% is added before anything else happens to the number. It sits in the price you see on the package page, not in a footnote and not at the hotel desk. You can see the resulting per-person figure on any of our Umrah packages.

The same principle runs through the rest of our pricing. The Umrah visa is $110 and it is in the price. Ground transport is a real vehicle at a real rate and it is in the price. The things that are genuinely not included — meals beyond breakfast, travel insurance, anything personal — are listed on every package page as not included, because a surprise at the airport is worse than a slightly larger number at the start.

Questions

How much tax is added to hotel rooms in Saudi Arabia?
Value added tax is 15%, and hotels also charge a municipality fee, commonly 5%. Together they add about 20% to the room rate, and on most booking sites the rate you first see does not include them.
Is Saudi VAT included in Umrah package prices?
It should be, and in a proper written quote it is. If a package price looks unusually low against others with the same hotels, tax is one of the places the difference is often hiding.
Can I claim Saudi VAT back as a visitor?
There is no general tourist VAT refund scheme in Saudi Arabia comparable to those in the EU. Treat the tax as part of the cost of the trip.
