Pilgrims often assume Ramadan is expensive because flights go up. They mostly do not. Across the year, a New York to Jeddah round trip in Ramadan usually comes out slightly lower than the same trip in late November. The flights are not the problem.
The hotels are.
The pattern that catches people out
Hotel rates in Makkah are quoted per room, per night, and before Saudi tax. Set beside each other across the year, they tell one clear story: in Ramadan you pay more for less.
- In the autumn low season, a five-star room a short walk from the Haram is at its most affordable.
- In the first and second ten nights of Ramadan, the same money often buys only a four-star room at the same walk, and sometimes the nightly rate is half as much again.
- In the last ten nights, the five-star towers beside the mosque are effectively gone at any sane booking horizon. What remains within a short walk is typically a three-star hotel a little further out, at a rate that can exceed an autumn five-star.
Read the first and last of those together, because that is the whole story. Roughly the same nightly figure that buys a five-star beside the Haram in October buys a three-star several minutes further out in the last ten nights of Ramadan. You are paying more for a lower grade of hotel and a longer walk.
Madinah behaves completely differently
Madinah does not spike the way Makkah does. A five-star hotel a short walk from the Prophet’s Mosque tends to cost much the same in Ramadan as in a quiet week, and often less than half the Makkah rate on the same dates.
The one exception is the Western school-holiday week around Christmas and New Year, which fills Madinah with families in a way Ramadan does not. In that single week, Madinah can briefly cost more than Makkah.
Why the two cities diverge
Makkah’s supply is geographically trapped. There are only so many buildings inside a short walk of the Haram, and in Ramadan every one of them is wanted by more people than it can hold. Price is the only mechanism left.
Madinah has more land, more hotels, and a mosque you can reach comfortably from a wider ring of them. Its peak is real but much flatter.
What to do with this
Spend your budget in Makkah, save it in Madinah. The walk in Makkah is the one you make most often, in the most heat, at the most awkward hours. A closer hotel there is worth real money. In Madinah, a room a little further out costs much less and the walk is easier.
Consider the first or second ashra. The first ten nights of Ramadan carry most of the blessing people are travelling for and a fraction of the crowd. Accept the extra few minutes. A hotel a short walk further out is roughly four or five minutes more on foot. In the last ten nights, that can be the difference between a hotel and no hotel at all.
Share a room. Rates are per room, not per person. Four sharing a quad pay a quarter each. We go into that arithmetic in quad, triple or double.
Book early, and understand what early means. For the last ten nights of Ramadan, the hotels that will still be near the mosque at a sensible price are being held many months ahead, not in the weeks before.
